Transportation Enhancement Activities - Local (TEAL)

Originally established under the Intermodal Surface Transportation Efficiency Act in 1991, Transportation Enhancement Activites were designed to compliment surface transportation facilities by stressing mobility, protection of human and natural environment, community preservation, sustainability and livability. Enhancement projects provide partnership opportunities between WYDOT and local governments, state and federal agencies.

Transportation Enhancement Activities are a sub-component of the federal Surface Transportation Program. In authorizing the enhancement program, Congress expressly provided certain streamlining provisions, innovative finance, and cost share provisions for enhancement projects. Excellent guidance for transportation enhancement activities is available at the U.S. Department of Transportation Federal Highway Administration.
 
In order to be eligible as a Transportation Enhancement project, the project must be in one of the 12 categories listed below and show a clear link to transportation. 
  • Provision of facilities for pedestrians and bicycles.
  • Provision of safety and educational activities for pedestrians and bicyclists.
  • Acquisition of scenic easements and scenic or historic sites (including historic battlefields).
  • Scenic or historic highway programs (including the provision of tourist and welcome center facilities).
  • Landscaping and other scenic beautification.
  • Historic preservation.
  • Rehabilitation and operation of historic transportation buildings, structures, or facilities (including historic railroad facilities and canals).
  • Preservation of abandoned railway corridors (including the conversion and use of the corridors for pedestrian or bicycle trails).
  • Inventory, control, and removal of outdoor advertising.
  • Archaeological planning and research.
  • Environmental mitigation
    • to address water pollution due to highway runoff; or
    • reduce vehicle-caused wildlife mortality while maintaining habitat connectivity.
  • Establishment of transportation museums.

Application and Funding Information

TEAL is a competitive application program that is allocated about $2 million annually for distribution throughout the state. The application period occurs once per year and applications are generally available after April 15 and due by June 30 of each calendar year.

Applications are compiled by the Local Government Coordination Office (LGC) and reviewed by a five-member Advisory Selection Committee. The committee is appointed by the Wyoming Transportation Commission and is comprised of members nominated by the following entities:

  • The Wyoming Association of Municipalities (WAM);
  • The Wyoming County Commissioners Association (WCCA);
  • The Wyoming Department of State Parks and Cultural Resorces;
  • The director of the Wyoming Department of Transportation; and 
  • Federal agencies (Federal Highway Administration - FHWA).

The Advisory Selection Committee will make project recommendations to the Wyoming Transportation Commission for project approval.

Projects selected for funding are eligible for reimbursement of expenses on a Federal Share basis of 80/20.
