Federal Transit Administration (FTA) DBE Program Update
In accordance with requirements of the U.S. Department of Transportation (U.S. DOT) set forth in 49 C.F.R. Part 26, as amended by the U.S. DOT Interim Final Rule (IFR), notice is hereby given regarding the Wyoming Department of Transportation (WYDOT) Disadvantaged Business Enterprise (DBE) participation program for FTA-assisted contracts:

• Status of Certification & Recertification Requirements: Pursuant to the federal IFR, all currently certified DBE firms must undergo a mandatory reevaluation to maintain certification status. To remain or become certified, firm owners must submit individualized documentation, including a Personal Narrative establishing social and economic disadvantage, along with an updated Personal Net Worth statement.
• Program Participation Goals: WYDOT’s previously published overall annual FTA participation goal of 2.0% (October 1, 2023 – September 30, 2026) is currently under review to align with updated federal directives. Pursuant to federal guidance, contract-specific DBE goals and DBE participation counting are temporarily paused pending reevaluations.
• Implementation Guidance: Additional instructions, submission portals, and updated guidance regarding the recertification process will be posted here as information becomes available from the FTA and U.S. DOT.
